Brahmaputra Cracker and Polymer Limited (BCPL)

Brahmaputra Cracker and Polymer Limited (BCPL) has set up a Petrochemical Complex at Lepetkata. The complex is spread over 3000 Bighas of land at Lepetkata and is situated at approximately 15 Kilometres away from the Tea City Dibrugarh, Assam.M/s Engineers India Limited (EIL) was the Engineering and Project Management Consultant for this prestigious project. GAIL (India) Limited is the main promoter having 70% of equity participation and the rest 30% is equally shared by Oil India Ltd (OIL), Numaligarh Refinery Limited (NRL) and Government of Assam. The Cabinet Committee on Economic Affairs on 24th December, 2019 approved the transfer of administrative control of BCPL from Ministry of Chemicals and Fertilizers to Ministry of Petroleum & Natural Gas. BCPL is setting up Butene 1 and HPG 2 stage which will be completed by August 2025.BCPL looks forward to create sustainable development for the people residing in the region. BCPL envisions a constructive presence in the north eastern region .The principal end products of the complex are High Density Polyethylene (HDPE) and Linear Low Density Polyethylene (LLDPE) totalling 2, 20,000 Tonnes per Annum (TPA) and 60,000 TPA of Poly-Propylene (PP).This mega plant has helped in the development of ancillary plastic industries which is providing direct and indirect employment as well as increased per capita income and better quality of life to the local populace.

Established back in 2008, GAIL Gas Limited emerged as a leading company in City Gas Distribution business with its primary focus to address and accelerate the energy needs of various geographical areas across the nation. Company is a wholly owned subsidiary of Maharatna GAIL (India) Limited and was incorporated in May 2008 for the smooth implementation of City Gas Distribution (CGD) projects. GAIL Gas Limited is a limited company under the Companies Act, 1956.

GAIL Gas is committed to create a meaningful difference in the lives of many. Company is supplying natural gas- the new age fuel, which is efficient, non-polluting, economical and the cleanest among fossil fuels to households, industries, commercial units and transport sector.

Petroleum and Natural Gas Regulatory Board (PNGRB) has authorized GAIL Gas to implement CGD Projects in 16 Geographical Areas namely Dewas, Raisen-Shajapur-Sehore District (Madhya Pradesh); Sonipat (Haryana); Meerut, Taj Trapezium Zone, Mirzapur-Chandauli-Sonbhadra (Uttar Pradesh); Bengaluru Urban and Rural Districts and Dakshin Kannada (Karnataka); Dehradun District (Uttarakhand); Puri-Ganjam-Nayagarh District & Sundergarh-Jharsuguda District & & Gajapati, Kandhamal, Boudh, Sonepur Districts (Odisha); Giridih-Dhanbad District, Seraikela-Kharsawan District & West Singhbhum District (Jharkhand) and Kondagaon, Bastar, Sukma, Narayanpur, Bijapur & Dantewada Districts (Chhattisgarh).

In addition, GAIL Gas is pursuing City Gas Business in Andhra Pradesh, Karnataka, Rajasthan, Vadodara (Gujarat), Haridwar (Uttarakhand), North Goa and Assam through its Joint Ventures. It is also identifying various industrial clusters along the pipeline corridor for distribution of Natural Gas in various states.

GAIL Global (Singapore) Pte Limited

GAIL GLOBAL SINGAPORE PTE LTD. (GGSPL) is a 100% subsidiary of GAIL (India) Ltd. GGSPL was incorporated in Singapore in 2004.

GGSPL plays an important role in managing and optimizing LNG portfolio of its parent company through which GGSPL has access to entire LNG value chain i.e., Liquefaction Capacity, Shipping, Regasification Capacity and Downstream Pipelines. Apart from that GGSPL undertakes independent trading activities also. GGSPL has MSPAs with more than 65 counterparties which includes the producers, consumers, traders, and portfolio players. Over the years, GGSPL has established itself in the international LNG trading space with trading and delivery of around 225 LNG cargoes through spot, strip and mid-term transactions. For FY 2022-23, the turnover of GGSPL was around USD 1.71 billion.

GGSPL has equity investment in National Gas Company, Egypt (NATGAS) which markets and distributes natural gas in the Governorates of Cairo, Giza, Alexandria and Beheira.

GAIL GLOBAL (USA) INC., (GGUI)

GAIL Global (USA) Inc., (GGUI) was incorporated as a wholly owned subsidiary of GAIL (India) Limited on September 26, 2011 in the State of Texas, USA, to undertake investment in the Eagle Ford shale gas asset and operations related to that asset and any other activities. The Company has its registered office at Houston, Texas, USA.

The Company executed Definitive Agreements with the then operator i.e. M/s Carrizo Oil & Gas Inc. on 28th Sept’11 and acquired participating non-operating interest through unincorporated Joint Venture arrangements in certain acreages of Eagle Ford shale asset.

As on March 31,2024, GGUI is having upto 20% participating interest in total 92 wells being operated/developed by the present operators i.e. M/s Ridgemar Energy Operating, LLC (“Ridgemar”) and M/s Texas American Resources II, LLC (“TAR”) under the respective Joint Operating Agreements (JOAs).

GAIL GLOBAL USA LNG LLC (GGULL)

GAIL Global USA LNG LLC (“GGULL”) was formed on March 28, 2013, as a wholly-owned subsidiary of GAIL Global (USA) Inc., in the State of Delaware, USA, to enter into contractual agreements for booking capacity rights in a LNG liquefaction terminal and related pipelines; to purchase and deliver natural gas to the terminal and to perform any other activities that may be required for sale of LNG.

On April 1, 2013, GGULL executed a Terminal Service Agreement (“TSA”) with then Dominion Cove Point LNG, LP for booking capacity rights of ~330,000 Dth/day (~2.3mtpa) in its proposed brownfield Cove Point LNG liquefaction terminal at Lusby, Maryland for a period of twenty years. The terminal is a brownfield expansion project in its existing LNG regasification facility.

The Cove Point LNG facility came into service in April 2018 and operations are on-going since. GGULL has also executed other agreements to source feed gas for its operations, pipeline capacity to transport feed gas and a LNG Sale and Purchase Agreement with GAIL India Ltd for sale of LNG cargos from Cove Point LNG to GAIL (India) Ltd

Konkan LNG Limited (KLL)

“Konkan LNG Limited (KLL, formerly known as Konkan LNG Private Limited) owns and operates 5 MMTPA capacity LNG Regasification Terminal in Dabhol, Maharashtra. Post approval of demerger scheme of Ratnagiri Gas and Power Private Limited (RGPPL) by Hon’ble National Company Law Appellate Tribunal (NCLAT), LNG business and all associated facilities were transferred to KLL in March 2018. Post demerger, shareholders of RGPPL were allotted mirror shareholding in KLL.

In 2019, KLL with the support of GAIL settled its entire debt through One Time Settlement (OTS) with its lenders. In February 2021, GAIL swapped its equity in RGPPL with NTPC’s equity in KLL. Accordingly, currently GAIL and MSEB Holding Company are the only shareholders in KLL. Your Company has 92.15% shareholding (equity & preference shares) in KLL.

GAIL Mangalore Petrochemicals Limited

GAIL Mangalore Petrochemicals Limited (GMPL) is a wholly owned subsidiary of GAIL (India) Limited (GAIL), India’s leading gas major. It owns a Purified Terephthalic Acid (PTA) manufacturing plant in the Special Economic Zone of Mangalore. PTA is primarily used to produce polyester fibers and yarn. It is also used to manufacture plasticizers, liquid crystal polymers, and polybutylene terephthalate.

The company was earlier operating as JBF Petrochemicals Ltd (JBFPL). At inception, the 1.25 million tons per annum PTA Plant of JBFPL was one of the largest in India. During the final stages of construction, JBFPL defaulted on its borrowings leading to insolvency. GAIL emerged as the successful bidder during the insolvency resolution process and completed the acquisition in June 2023. Subsequently, GAIL has rechristened the company as GMPL. GMPL is now reviving the equipment and machinery and completing certain balance construction works.

Aavantika Gas Limited (AGL)

AGL was incorporated to implement CGD projects in Madhya Pradesh. As on 31st March 2014, AGL was operating 14 CNG stations including 7 Daughter stations, 5 Online stations and 2 Mother stations.

Further, AGL supplied PNG to around 1900 Domestic, 19 commercial & 31 industrial consumers in its authorized geographical region. AGL is also catering to fuel requirement of over 11,500 CNG vehicles operating in the region. GAIL has 22.5% stake amounting to investment of Rs. .01 crores in AGL, along with HPCL as equal partner.

Total revenue of the Company for 2013-14 was Rs.115.26 Crores and Profit After Tax was Rs.0.49 Crores.

Bengal Gas Company

Bengal Gas Company Limited

Bengal Gas Company Limited is a Joint Venture Company of GAIL (India) Limited and Greater Calcutta Gas Supply Corporation Limited (GCGSCL) and was incorporated on 4th January 2019 to cater gas supply to customers in the domestic, transport, and commercial sectors. Kolkata GA CGD project (in Kolkata city and parts of adjoining 5 districts ) is a part of prestigious URJA Ganga Pipeline Project. Kolkata GA was initially authorized to GCGSCL by PNGRB on 02.02.2016. PNGRB authorization was transferred in the name of Bengal Gas on 13.06.2019.

Kolkata is the first city not only in India but also in Asia to be endowed with pipeline network for distribution of gas established by Oriental Gas Company Ltd since 1857. This legacy was transferred to Greater Calcutta Gas Supply Corporation Limited (GCGSCL), promoter of Bengal Gas.

Bengal gas has set a target to supply PNG to more than 12 lakh consumers and operate 90 CNG stations with estimated capital expenditure of Rs 5000 Crore in 5 years. As on 31st March 2024, Bengal Gas has completed 23 CNG Retail Outlets and 5124 domestic connections and laid about 100 KM of Steel pipeline and about 200 KM of MDPE pipe network.

Bhagyanagar Gas Limited (BGL)

BGL was incorporated to implement CGD projects in Andhra Pradesh. As on 31st March, 2014, BGL was operating 29 CNG stations including 24 Daughter stations, 2 Online stations and 3 Mother stations.

Further, BGL supplied PNG to over 2100 domestic, 34 commercial and 2 industrial consumers in its authorized geographical region. BGL is also catering to fuel requirement of around 20,650 CNG vehicles operating in the region. GAIL has 22.5% stake amounting to investment of Rs. .01 Crores in the Company, along with HPCL as equal partner.

Total revenue of the Company for 2013-14 was Rs.104.99 Crores and Profit After Tax was Rs.14.99 Crores.

Central U.P. Gas Limited (CUGL)

CUGL was incorporated to implement CGD projects in Uttar Pradesh. As on 31st March 2024, CUGL was operating 87 CNG stations including 7 mother stations, 48 online stations, and 32 daughter booster stations.

Further, CUGL supplied PNG to around 1,98,900 domestic, 135 industrial, and 532 commercial customers in its authorized geographical regions of Kanpur (including Unnao city), Bareilly, and Jhansi. CUGL is also catering to fuel requirement of around 99,700 CNG vehicles operating in the region. GAIL has 25% stake amounting to investment of Rs.15 Crores in the joint venture (including shares held jointly with Individuals being its employees), along with BPCL as equal partner.

Total operating revenue of the Company for 2022-23 was around Rs. 747 Crore and Profit After Tax was around Rs. 85 Crore.

CUGL has started off-taking CBG through pipeline from M/s. Dhruva Biofuels at Bareilly. Further, CUGL has been awarded as Best Established CGD Company of the year 2022 by Federation of Indian Petroleum Industry (FIPI) which was presented by Shri Hardeep Singh Puri, Hon'ble Minister of Petroleum & Natural Gas and Housing & Urban Affairs.

Green Gas Limited (GGL)

GGL was incorporated on 7th October 2005 as a limited company under the Companies Act, 1956 with the objective of supplying PNG & CNG in Agra , Lucknow for implementing CGD projects in Uttar Pradesh. Later, GGL also bagged 2 GAs in 9th round of CGD bidding – 1. Ayodhya (erstwhile Faizabad) & Sultanpur Districts; 2. Unnao (Except areas already authorized).

As on 31st March ,2024, GGL is having 91 CNG stations including 63 Daughter stations and Daughter booster stations, 16 Online stations and 12 Mother stations.

Further, GGL supplied PNG to over 1.45 Lakh domestic, 15 industrial and 132 commercial customers in its authorized geographical regions. GGL is also catering to fuel requirement of approx. 90,000 CNG vehicles operating in the region. GAIL has 49.985% stake amounting to investment of Rs.50.59 Crores in the joint venture, along with IOCL as equal partner.

Total revenue of the Company for 2023-24 was Rs.894.91 Crores and Profit After Tax was Rs.43.53 cr approx.

Indraprastha Gas Limited (IGL)

IGL was incorporated in 1998 to implement CGD projects in Delhi’s NCT and cities in adjoining National Capital Region (NCR). As on 31st March 2024, IGL was operating 882 CNG stations and fueling nearly 19 Lakh CNG run vehicles (including the world’s largest bus fleet on CNG) across NCT of Delhi; Noida, Greater Noida, Ghaziabad, Muzaffarnagr, Shamli, parts of Meeut, Fatehpur, Hamirpur & parts of Kanpur in Uttar Pradesh; Rewari, Gurugram, Kanpur & Kaithal in Haryana and Ajmer, Pali & Rajsamand in Rajasthan.

Further, IGL supplied PNG to nearly 27 Lakh domestic kitchens and nearly 10,500 commercial & industrial units in its authorized geographical regions. IGL has laid a sprawling gas pipeline network of over 25,619 km to ensure smooth supply of Natural Gas to its customers. GAIL has 22.5% stake amounting to investment of Rs.31.50 Crores in the joint venture, along with BPCL as an equal partner.

LLC Bharat Energy Office

As per advice of MoP&NG, the Bharat Energy Office, a joint venture company of GAIL, EIL, IOCL Singapore Pte Ltd., Oil India International Pte Ltd. & ONGC Videsh Singapore Pte Ltd has been established in Moscow, Russia in October 2021 with 20% participation by each partner.

The objective of the JV is to promote the interests of Indian Oil and Gas PSUs, particularly those having significant commercial interest at present and/or in the process of widening their engagement for investments.

The office is operational since May 2022 as representatives of all partners have been deputed and is promoting the business interests of their parent organisation. Since beginning of the Ukraine war, the office has been very useful in connecting with the Russian oil & gas companies who are now willing to cooperate with Indian entities after economic sanctions imposed on Russia by western countries.

Mahanagar Gas Limited (MGL)

Mahanagar Gas Limited (MGL) is one of India’s leading natural gas distribution companies established in 1995 with GAIL (India) Ltd., as its promoter. MGL has to its credit the distinction of pioneering the natural gas distribution network in the metropolis of Mumbai and its neighboring areas of Thane, Navi Mumbai, Mira Bhayander and Raigarh district.

MGL has laid down a network of nearly 7000 Km of steel and MDPE gas pipeline network connected across five strategically located City Gate Stations to cater to the ever-increasing consumer base. Piped Natural Gas (PNG) connectivity to 2.5 million households and more than 4750 commercial and industrial establishments. MGL also supplies Compressed Natural Gas (CNG) to nearly 1 million automotive vehicles through its network of 347 CNG stations in its present areas of operations. MGL is fast expanding its network in its operational areas while rolling out its CGD infrastructure in the new adjacent expansion area of Raigarh district with commencement of PNG & CNG supply in various areas of the district. Maharashtra Natural Gas Limited (MNGL)

MNGL was formed for implementation of CGD projects in and around Pune. As on 31st March, 2014, MNGL was operating 28 CNG stations including 5 mother stations, 8 online stations and 15 daughter stations.

Further, MNGL supplied PNG to over 12,300 domestic, 83 industrial and 31 commercial customers in its authorized geographical regions. MNGL is also catering to fuel requirement of around 60,200 CNG vehicles operating in the region. GAIL has 22.5% stake amounting to investment of Rs.22.50 Crores in the joint venture, along with BPCL as equal partner.

Total revenue of the Company for 2013-14 was Rs.344.08 Crores and Profit After Tax was Rs.56.66 Crores.

ONGC Petro-additions Limited (OPaL)

OPaL, a joint venture company promoted by ONGC, GAIL and GSPC, has commissioned a green field petrochemical plant at Dahej, Gujarat with a capacity to produce 1.4 MMTPA of polymers (Polyethylene and Polypropylene) as final products. Hon’ble Prime Minister had dedicated the plant to the Nation on 7th March 2017. Your Company, as a co-promoter of OPaL, has made an equity investment of Rs.994.945 Crores.

Petronet LNG Limited (PLL)

“PLL was formed for setting up of LNG import and re-gasification facilities, currently owns and operates LNG re-gasification terminal of 15 MMTPA capacity located at Dahej, Gujarat. PLL has a long term LNG supply contract with RasGas, Qatar for import of 8.5 MMTPA of LNG. PLL is undertaking capacity expansion to 17.5 MMTPA at Dahej. Further, PLL has also setup up a LNG re-gasification terminal at Kochi, Kerala with a capacity of 5 MMTPA which is under operation. PLL has a long term LNG supply contract with Exxon Mobil’s Gorgon Project for the supply of 1.44 MMTPA of LNG for its Kochi terminal.

Your Company has 12.5% equity stake amounting to investment of Rs.98.75 Crores in PLL, along with Bharat Petroleum Corporation Limited (BPCL), Oil and Natural Gas Corporation (ONGC) and Indian Oil Corporation Limited (IOCL) as equal partners.

Total revenue of the Company for 2016-17 is Rs.24,962 Crore and Profit After Tax is Rs. 1,723 Crore.”

South-East Asia Gas Pipeline Company Limited (SEAGP)

SEAGP has been incorporated in Hong Kong to transport natural gas produced from A1 & A3 blocks of Myanmar. GAIL holds 8.5% participating interest in A1 & A3 blocks. The upstream gas produced in these fields is transported through an off-shore pipeline up to an onshore gas terminal from where this gas enters the SEAGP (downstream) pipeline. The gas transported through SEAGP is used for domestic consumption as well as for export. GAIL has 4.1735% shareholding in SEAGP along with CNPC-South East Asia Pipeline Company Limited (50.9%), POSCO International (25.041%), Myanmar Oil and Gas Enterprise (7.365%), ONGC Nile Ganga B.V., affiliate of ONGC Videsh Limited (8.347%) and KG-SEAGP Company Limited, affiliate of KOGAS (4.1735%).

TAPI Pipeline Company Limited (TPCL)

GAIL is the Govt. of India's nominee in the Turkmenistan-Afghanistan-Pakistan-India (TAPI) natural gas project for import of gas to India from Turkmenistan. TAPI Pipeline Company Limited (TPCL) has been incorporated in Isle of Man, a British crown, to build, own, and operate the TAPI Pipeline. The pipeline is expected to carry 90 MMSCMD (33 bcm/a) of natural gas, of which India will receive 38 MMSCMD. The project is currently under pre-FID stage.

Tripura Natural Gas Company Limited (TNGCL)

TNGCL is presently supplying Gas to around 62136 domestic, 512 commercial and 42 industrial consumers and has set up 33 CNG stations in Agartala, West Tripura, Gomati GA, khowai and Shipahijala districts, which is catering to more than 18011 3 Wheelers, 22493 4wheelers, and 115 Buses/ Trucks. TNGCL has received authorization from PNGRB for CGD in Agartala(99.16), West TRIPUURA(9.75) and GOMATI(9.74) 03 GA's. In addition to this, TNGCL has also got authorization from PNGRB for CGD in Manipur State (12.03) and Mizoram (12A) in the recently concluded 12th and 12A Round of CGD Bidding. GAIL has 48.98% stake in the Company. remaining 25% is with Tripura Industrial Development Corporation and Assam GAS company Ltd. At present Turn over is 292.46 Cr. TNGCL has 1553 KM MDPE network and 05 nos of mother stations.

Talcher Fertilizers Limited

GAIL is in the process of setting up a coal gasification-based Urea project through a JV- Talcher Fertilizers Limited (TFL), formed with Coal India Limited (CIL), Rashtriya Chemicals and Fertilizers (RCF), each having 31.85% stake and Fertilizer Corporation of India Limited (FCIL) having 4.45% equity. The project, with an estimated cost of around Rs. 13,277 Crore is envisaged for the production of 2,200 MTPD Ammonia and 3,850 MTPD Neem Coated Prilled Urea along with associated utilities, auxiliaries and offsite facilities at Talcher (Project).

The coal for the project shall be sourced from the Bhubaneswari Coal Mines (Talcher Region) located within the radius of 10-15 km through both rail and road for which a long-term coal-linkage of 2.5 to 3.0 MMTPA has been granted by Ministry of Coal on 11th April, 2023. Petcoke, which is the second feedstock, shall be sourced from IOCL Paradip refinery for which TFL has already executed an MoU with IOCL on 11th October, 2021. It will be transported through both rail and road. Limestone will be used as slagging agent and its annual requirement is estimated to be 2,47,318 Tonnes and will be sourced from Open Tender.

Raw water requirement for the Project is estimated to be 1,621 m3/hr and will be sourced from Brahmani River through the existing intake well. New intake pumps along with motors will be installed within the renovated pump house. A new 36” pipeline of 14 km length is being laid parallel to the erstwhile pipeline route till Project raw water reservoir length.

80.86MW is the estimated power requirement of the Project which will be met from state grid through a dedicated transmission line. OPTCL has sanctioned 90 MW power at 220 kV. Work for installation of 220 kV switching substation along-with GIS, power transformer, transmission line and laying of power cable is in progress. For Grid Power Distribution, construction of (i) MRSS (Main Receiving Substation) & OUSS (Offsite & Utility Substation) is in progress.

Vadodara Gas Limited (VGL)

Vadodara Gas Limited (VGL), a joint Venture Company (JVC) of GAIL Gas Limited and Vadodara Mahanagar Seva Sadan (VMSS) was incorporated on 13th September, 2013 for City Gas Distribution in the city of Vadodara and its adjoining areas. Subsequently, VGL was authorized by PNGRB since 27th October 2016 for development of CNG and PNG infrastructure in the GA Of Vadodara and Chhotaudepur Districts. VGL has an authorized share capital of Rs. 250 crore. The co-promoters of the JV company have equal stake in the company.

Presently, Vadodara Gas Limited is providing Piped Natural gas to more than 2,20,000 Nos of Domestic Consumers, 2500 Nos of Commercial Consumers, 26 Nos of Industrial Consumers and operates 40 CNG stations in Vadodara dispensing more than 95,000 kg /day of CNG to various consumers of automobile sector comprising Buses, Cars and Auto-rickshaws. The CGD network includes 4 Mother Stations, 2 On-line Stations and 34 Daughter Booster Stations and 59 Km Steel Pipelines.

VGL has planned to augment its CNG Distribution Network further in its GA. In next one year, VGL expects to commission 14 Full DODO CNG Stations, laying of 5 Km steel pipeline network, provide more than 20,000 D-PNG connections, 100 Commercial and Industrial connections.

VGL has been instrumental to provide one operational facilities for LNG dispensing, L-CNG, L-DPNG and L-IPNG facilities in its GA. New LNG facilities are also getting set up along the Golden quadrilateral corridor connecting NH of Vadodara – Mumbai mainly to cater LNG as transportation fuel, CNG & PNG for Industrial requirements and are likely to be commissioned in June 2023.

VGL also facilitates CBG producers to market its produce under CBG - CGD synchronization scheme of MoP&NG. VGL has signed an Tri Partite agreement for supply of CBG at CNG stations and already selling quantity of 2000 Kgs/Day.

LNG Japonica Shipping Corporation Limited

GAIL has acquired 26% equity in M/s LNG Japonica Shipping Corporation Limited (LNG Japonica) from M/s Mitsui O.S.K. Lines, Ltd, Tokyo (MOL) and became shareholder in LNG Japonica in January 2023. LNG Japonica operates LNG vessel - GAIL Bhuwan. GAIL has signed Time Charter Party Agreement (TCP) with LNG Japonica for charter hiring of GAIL Bhuwan.
